Hints:

Start out slow, making sure never to expand faster than the expected tax revenue
growth. You're building a city, so slow and steady wins the race.

Look to develop neighbor deals early on. Specifically, make sure you have excess
garbage capacity, then contract to handle another city's garbage. Sure, it's smelly,
but it brings in much-needed income.

SimCity 2000 veterans should read the tutorial. There are enough subtle changes that
invalidate some old strategies.
